at Australia as ‘one country’ with consistent qualifications and
guidelines, the more consistent we can all be between states and
territories regarding qualifications, guidelines and accreditation the

difficulties mean postponement of the April 2004 A.R.F National
Titles

Go for Nationals at Easters NQ Games
Plans to stage our
Nationals to ascertain Men’s and Women’s Team to go on to represent
Australian at the 2005 IRF World Titles will not proceed
because of the refusal of major insurance companies to issue
necessary cover polices for the event.

A dejected
yet not beaten A.R.F President Graham Maifredi said that the April
events administrators were left with no option but to postpone for now
the holding of a Easter National Selection Trials on the Tully River
to LATER in the year. ” We have 99% sure that now in implementing
Plan B we can get a National Selection Titles, going
under the Australian Canoeing umbrella .We can pay to them the necessary
dues and together we can obtain a result of the selection of two teams
Ladies and Men’s representative rafting teams to go on together to
again represent Australia at the 2005 IRF World’s ”
“It was
simply not feasible for the ARF to undertake the Easter event with partial or
reduced insurance cover, the National Park activity permit will not
allow this and it is not smart. Yet it must be acknowledged that we
have not ever had an incident in the six selection trials we have held
since 1993.We have all highly skilled smart competitors. It is not
right that we a tarred with the same brush, and are being
penalised for the actions of others. With a serious bid getting
organized for Australia to host the 2007 I.R.F World’s, all parties
need to sit around a table, be seen to create set standards and be
pro-active. These Insurance issues will not go away, it MUST be sorted
out. Insurers must be seeing all parties pulling in one direction for
the greater good”.
The A.R.F
have been talking to multiple underwriters since August 2003,with a
view to hosting the April 04 Titles on the Tully River which were to
be incorporated in conjunction with the high profile Suncorp
North
Queensland Games. These are held in Nth. Queensland ever 4 years, are
well organized and involve in excess of 50 sports with thousands of
competitors.
Insurance
Sources have informed ARF administrators that a, Insurance
coverage “black listing” of rafting activates
following legal has been invoked due to challenges to a major
Australian commercial operator that have
not ,as yet, been decided.
The National
Selection Titles revised date for the Tully River, this year will be decided
at the next ARF meeting due in April/May and will be announced
in the next A.R.F Newsletter.

INDIA
CUP, Rafting Championship 2004 was the first of its kind in India
in which 13 teams from India and abroad participated. The event
was held at River Sutlej, near (Tattapani) Himachal Pradesh. This
event was organized by The
Indian Rafting Foundation in collaboration with International Rafting Federation and supported by the Department
of Tourism and Civil Aviation Himachal Pradesh. Asahi Glass
limited were co sponsors for the India Cup. The
Rafts for the India cup were supplied by NRS Moscow ID USA. According
to the Foundation, INDIA CUP Rafting Championship is going to be
an annual feature and would attract more teams from India and
Abroad to participate in the next championship.

Principal Secretary – Tourism Youth Services and Sports Government
of Himachal Pradesh. India was the
chief guest and gave away the prizes and congratulated the Indian
Rafting Foundation for putting up a Grand Show.
The
1st INDIA CUP 2004 was a great success and once again
thanks to the Department of Tourism and Civil Aviation, Himachal
Pradesh and Asahi Glass Limited for the support extended.

outlook for the 2004 A.R.F Nationals, also where the 2005 IRF
Worlds Championships will be held…..will it Canada, will it be
Ecuador, Indonesia, the Philippines, on the mighty Nile in
Uganda….All the bids are in and the IRF Board of Directors (BOD)
will soon inform all……

- AAS
are developed to provide guidance on the risk areas of planning
(Considerations & Documentation), Supervision (Leadership
& First Aid), Equipment and Environment. They are developed to
allow easy interpretation of existing procedures (i.e. it is easy
to demonstrate that a companies own procedures meet, exceed or
fail to meet AAS). - AAS
are written in a consistent manner to allow external stakeholders
(Insurers, lawyers, teachers etc) to be able to interpret the
measures taken to manage inherent risks and if necessary, which
questions to ask. - AAS
have been developed by industry with content gathered from
the people who are actually out rafting. The consultation process
allowed for feedback from individual guides, company directors,
land and water managers (well land managers in Victoria as
the water managers were not directly engaged), industry bodies
representing tourism, School camps, community organisations,
Accreditation bodies (ATTA, TABV) Insurance brokers, the Insurance
Council of Australia and also by the relevant Government
agencies (Sport & Recreation Victoria, Parks Victoria,
Department of Sustainability & Environment, Tourism Victoria, Work Cover
and the Department of Education and Training). - Queensland
Executive of Sport and Recreation and Parks and Wildlife are
already familiar with AAS and the potential to achieve consistent
industry standards. - Queensland
Outdoor Recreation Federation (QORF) are very familiar with AAS
and should be involved as they can assist in adopting/amending
them to suit.
